The time between the enaction and enforcement of a new domestic violence and dowry-related violence law must be carefully calculated so that amendments and amendments which are necessary to the enforcement of the new law may be quickly enacted and promulgated. (See: UN Handbook 3.2.7) 

For example, the law of Albania states that the Council of Ministers is to issue all of the necessary secondary legislation to the implementation of the domestic violence law within 3 months of its entry into force.
