Sex trafficking laws should apply to all forms of trafficking in persons, whether national or transnational, and whether or not connected with organized crime. (See: UN Convention against Transnational Organized Crime, Art. 4; UN Trafficking Protocol, Art. 1; Council of Europe Convention Against Trafficking in Human Beings, Chap.1, Art.2)

All trafficking victims, regardless of their nationality or legal status in a particular country, are entitled to the protection of law enforcement. (See: UNODC Model Law Against Trafficking in Persons, Art.4 commentary)
